Matthew Bette - Member
Matthew is a proven, natural leader who motivates and inspires the Team. As a second-generation builder with 40 years of diverse project experience and over a billion dollars of construction projects, he possesses the expertise to provide the best solutions to challenges.
Matthew leads the overall corporate function of the company, including maintenance of client relationships, business development, and close involvement with major projects.
Matthew is particularly focused on continuous improvement in the way B&C manages and delivers the highest quality projects for our customers. A firm believer in project success through a thorough and honest planning process, Matthew leads the B&C team to strive for completion as promised with a quality goal of Zero Defects.
Peter Bette - Member
Peter Bette has been a fixture in the region’s construction industry- both building and heavy highway – for over 35 years.
Peter manages the operations and corporate functions of business and oversees all construction activities of Bette & Cring including project management, estimating, safety, and quality.
As a hands-on leader, Pete has daily communication with the project management team and the field operations personnel. He works with them to meet the everyday challenges of the projects and any problems that arise. Under his watch, Bette & Cring is proud to have an excellent record of safety and an on-time/on-budget project portfolio.
Harold Cring - Member
With over 50 years of experience in the construction industry, Harold is responsible for the successful delivery of construction projects from our Watertown Office – covering a geographical area that spans Northern and Central New York: from Plattsburgh to the North; Rochester to the West; and Binghamton to the South.
He manages all facets of construction projects including acquiring work, cost control, safety, quality control, and client relationships.
Harold was part of the Bette & Cring team from its inception in 1999. Getting his start in the construction industry in 1966, Harold has been a resident and active member of the North Country community for most of his lengthy career. Coming from a family-oriented construction background, there is virtually nothing that he has not been exposed to or any problem he has not been able to resolve.
FUN FACTS:
- Harold was a part-owner of the 2003 Kentucky Derby and Preakness Stakes winner, Funny Cide.
- Harold served six years in the United States Army as a Combat Medic and was honorably discharged in 1976 as a Specialist 5th Class
Mark Bette - Vice President
Dick White is a seasoned construction professional with
over 40 years of experience. Dick has successfully managed some of the regions more notable, large public and private sector projects.
As a Project Executive, Dick leads all construction management operations. He also is responsible for project profitability; master project scheduling; direct project quality planning; providing supervision, and mentoring of project teams; and maintaining a safe work environment.
With the client’s best interest always in mind, Dick is the consummate construction manager and brings a tenacity to the leadership role that results in a fair and transparent project approach and superior results. Remarkably, three of Dick’s projects were awarded the prestigious Build NY award by the Associated General Contractors of New York State.
Harry Hale - Vice President
Harry Hale, with over 25 years of experience, has managed over $250 Million in completed bridge, rail, major transportation, and infrastructure projects.
His day-to-day responsibilities include: plan development and design: value engineering; contract administration; budgeting; scheduling; permitting and approvals; and coordination of project team. He is the liaison with owners, architects, and engineers; and administers all project-related communications and documentation throughout a project’s duration.
The senior member of the company’s Bridge/Heavy Highway division, Harry has the leadership skills to ensure absolute success in meeting State and municipal goals for repairing and replacing structurally-deficient bridges in the most cost-efficient, time-efficient manner without compromising quality standards or the safety of the traveling public.
Tom Owens - Vice President
Since childhood, construction in all forms has been guiding factor in Jim’s life. Now, with over 40 years in the construction industry and a reputation for fairness and integrity, Jim is a central performer in B&C’s Design-Build and commercial construction business.
As a Senior Project Manager, Jim is responsible for supporting the following range of project management duties including estimating, purchasing; budgeting; scheduling; and contract administration. He works closely with owners and project representatives to develop a project plan that is both collaborative and beneficial to the client’s bottom line.
Jim enjoys working with people and the diversity of the Project Management role, and in particular, managing Design-Build projects where is he is involved through all phases from project development to turn-key completion. His personal touch is an asset to our many repeat clienteles.

- His first construction project was building a Matchbox Car track out of cement in his parent’s backyard.
- Jim’s favorite phrase is “What if?”. It can start a conversation that sparks ingenuity for creative solutions.
- Find him on the slopes this winter – Jim is an avid snow skier!
Jim Amsler - Senior Project Manager – Buildings Division

Joseph Styczynski - Director of Preconstruction Services

John Moynihan - Managing Partner – Cogen Power Technologies
Growing up in Saratoga Springs, John developed an interest in math and science early on and it was a natural progression for him to follow in his father’s footsteps to a career in Electrical Engineering.
As the Managing Partner of Bette & Cring’s Power Division, Cogen Power Technologies, John is the guiding force behind all of the company’s complex power plant, cogeneration, and energy infrastructure projects.
One of the keys to John’s success is that he is motivated by a relentless sense of personal responsibility that each and every project is delivered to the customer’s satisfaction.
FUN FACTS:
- Most weekends, John has a fishing pole in his hand and can be found on a boat or on a frozen lake somewhere in the Adirondacks.
- John worked for 16 years for a prime contractor procuring, installing, and troubleshooting power systems for the Navy
